Explicit Host/Service Responsibility
Every host or network service must have a person assigned as the manager. Where not otherwise specified, the service manager will be the manager of the host that provides the service.
Rationale:
When a service is not being properly maintained or CNS reports problems, PCS must know who to contact to address the issues.
